Base implements Vitalik's decentralized model "Stage 1" standard

According to The Block, the Ethereum Layer 2 project Base incubated by Coinbase has announced that it has met Vitalik's proposed Rollup decentralized model "Stage 1" standard, completed permissionless failure proof online, and introduced a security committee consisting of 10 independent entities to reduce Coinbase's control over the upgrade and verification process.
