US media: US tariff negotiations plan to adopt a new framework for preliminary consultations with 18 countries in stages

According to the Wall Street Journal, in order to simplify negotiations on equivalent tariffs, US negotiators plan to use a new framework developed by the US Trade Representative (USTR), which lists major categories of negotiations such as tariffs and quotas, non-tariff trade barriers, digital trade, product origin principles, economic security, and other commercial issues. In these categories, US officials will propose specific requirements for individual countries, but insiders emphasize that this document may also be adjusted at any time. According to informed sources, the initial plan for the United States is to rotate negotiations with 18 major trading partners over the next two months, with six countries participating in talks every week for three weeks (six countries in the first week, six more in the second week, and six more in the third week), until the deadline of July 8th expires. If US President Trump does not extend the 90 day suspension period he has set himself, countries that cannot reach an agreement will begin to face reciprocal tariffs.
