Treasury buybacks do not represent QE at all. Buybacks involve purchasing specific types of securities to manage liquidity, reduce borrowing costs, or stabilize markets. Buybacks target off-the-run treasuries only. Off-the-run treasuries are older bonds that are no longer the most recently issued for their maturity, as opposed to on-the-run treasuries, which are the most current and actively traded.
