The IMF hadn't updated their classifications since 2013 so it was due. They don't give Bitcoin special treatment contrary to what Twitter will claim, though it's the only token whose name is specifically cited. BTC is categorized as a "nonproduced nonfinancial asset" on the capital account along with land or privately held gold. These are just accounting rules.
