Federal judge Theodore D. Chuang, who today ordered Elon Musk's DOGE to reinstate nearly all of USAID, was nominated by President Obama as U.S. District Court judge for Maryland and confirmed by a Democratic majority Senate 53-42 along party lines in 2014.
