It doesn't matter if the market is bearish, what matters is that there were some panic buying opportunities last time (partly due to the decline in liquidity expectations) and some confidence selling opportunities (some people fantasize about the knockoff season and White House meetings when the market rises again). There is no panic pin yet. It doesn't mean that panic pins are necessary to buy, and sometimes they can't be inserted. It means that buying with panic pins is relatively more certain. If there is a chance, go ahead; if not, wait.
