Big news of the day: Donald Trump signed an executive order yesterday to establish a Strategic Bitcoin Reserve.
Here are the details:
The Bitcoin will originate from current government-held BTC forfeitures. The total Bitcoin holdings in the US amount to approximately 200,000 BTC, which includes 94,643 BTC from the Bitfinex hack, 69,370 BTC from Silk Road, and several smaller seizures.
The Bitcoin held in this reserve will not be sold.
There is a clear distinction between the strategic Bitcoin reserve and the digital asset stockpile. The latter may be actively managed and sold. This clear distinction is good.
Any additional Bitcoin acquisitions must be budget-neutral—no taxpayer money involved. For example, the US could sell other digital assets to buy more BTC, though whether it will actually expand its holdings remains to be seen.
While the executive order prevents the sale of these Bitcoin holdings, some may still flow out for legal reasons. This combination of a no-selling policy, no immediate buying, and potential outflows may explain the market's cautious reaction.
But I think it is good that no taxpayer money is being used to acquire Bitcoin. This avoids discussions about whether the government buying Bitcoin makes sense.
Even though the market signals disappointment, it is positive overall.
For instance, look at one of the first sentences of the document:
"Because there is a fixed supply of BTC, there is a strategic advantage to being among the first nations to create a strategic bitcoin reserve."
This language, along with the executive order, sends a strong message to the world and may have a long-lasting impact on Bitcoin adoption:
1. The US government officially acknowledges the significance of Bitcoin in the global financial landscape.
2. This presents a potential first-mover advantage that could prompt similar reserves from other nations.
3. It raises the chances of strategic Bitcoin reserves at the state level in the US.
4. It creates more certainty that will likely speed up institutional adoption.
5. At this point, ignoring Bitcoin has become impossible, and those who continue ignoring it will miss out.
Every move over the last year—from spot ETF approvals to Bitcoin becoming a political topic—has led to this.
Bitcoin has moved beyond being just a speculative asset to being officially recognized by the US government as a strategic national asset.
While the immediate market impact may be limited, the long-term significance of this policy shift should not be underestimated.
