How many BTC can the US strategic reserve currently hold? What are the details of strategic reserves?
Everyone knows about the US government's stock of 200000 Bitcoin, but not all of them can be used as strategic reserves. Among them, 112000 need to be given to Bitfinex.
In August 2016, the Bitfinex exchange was hacked, resulting in a loss of approximately 119000 BTC.
In February 2022, the US Department of Justice (DOJ) announced that it had successfully recovered 94636 BTC from it.
In November 2023, the US government officially confirmed the return of 112000 BTC to Bitfinex.
So the actual amount of Bitcoin that the United States can use as a strategic reserve is around 86000, which includes confiscated assets such as the Silk Road. Of course, there can still be confiscated assets in the future.
Moreover, in the strategic reserve released by Trump today, it was said that "the government will not acquire additional assets of the US digital asset reserve by means other than confiscation procedures".
The meaning of this sentence is the restrictions imposed by the US government on the acquisition methods of non BTC digital assets such as ETH, USDT, SOL, etc.
1. The government will not actively purchase, invest, or obtain additional cryptocurrencies (such as ETH, USDT) through other market activities.
2. The government can only rely on judicial or civil asset confiscation to obtain cryptocurrency.
3. The government will not use budget or other means to expand the scale of strategic reserves, that is, it will not actively spend money to purchase encrypted assets such as ETH and USDT.
Many friends may not be familiar with it yet, but here we are talking about two things: the "America. Digital Asset Stockpile" (USDAS) and the "Strategic Bitcoin Reserve" (SBR)
So, the ultimate core is that the government can only acquire digital assets such as ETH and USDT without harvesting them, and will not actively purchase or invest in such assets. The Minister of Finance can decide how to manage these assets, including selling or holding them for the long term.
So the ultimate decision-making power of the "strategic reserve" of altcoins lies in the hands of the Minister of Finance, for example, the Minister of Finance can decide to sell ETH or hold SOL for the long term.
