This is a great point to consider with regards to the Strategic Bitcoin Reserve. The US government holds 198k BTC, however it is estimated that up to 112k was seized from Bitfinex assets during a hack, which gives them a legal claim on it. That leaves less than half of the BTC for the reserve.
