Hungary is about to learn what Article 7 of The Treaty of the European Union means.
No member state has a super veto.
Their rights to vote as a state can be suspended by a super majority, specifically due to this kind of risk - as the EU was acutely aware of the risk of Russian puppet regimes being installed in some of its more Eastern bloc member states.
