I just saw Josh Wingrove's viewpoint. He is a White House correspondent for Bloomberg. The two documents he presented were mainly about the tariff exemption adjustment of (China) imported goods with a value of less than 800 dollars. From the documents, Trump intended to keep the previous tariff exemption scheme until a new system for collecting small package tariffs was established.
Through these two documents, Josh Wingrove believes that Trump has a greater political consideration of Mexican and Canadian tariffs, and it is not ruled out that Trump will learn from the program of small commodities (China) and establish a transition period to put pressure on Canada and Mexico.
Of course, these are all speculations and do not necessarily mean that this is the case.
