This is how the scheme works. Members of Congress (usually liberals, but some RINOs also) have a spouse or family member start a non-profit or NGO. Then they call in their favors to have an agency like USAID fund their non-profit. Spouse or family member gets 500,000 salary to run non-profit or NGO.
