The USA is giving away hundreds of billions of $$$ per year to other countries, in the form of foreign aid, military aid and humanitarian aid. Much of it is completely wasted or goes in the pockets of friends of politicians. NGO's are run by friends or family members, they pay themselves 500,000 per year salaries. A tiny fraction of the money goes for the stated purpose, just enough so they can appear legit. This is why we have 36 trillion in debt and an annual 2 trillion budget deficit.
