In the early morning of this morning, Trump released the President's Memorandum on the US Priority Investment Policy, the strongest investment policy towards China in history.
The memorandum first expressed a welcome for foreign investment, and then pointed out that "China is systematically guiding and promoting investment in the United States through various public or covert means to acquire cutting-edge technology, intellectual property, and influence in strategic industries.
The memorandum uses the phrase frequently uttered by the new Finance Minister Bessent, 'Economic security is national security,' to form the overall outline of the policy, and further elaborates that:
China will not allow American companies to control its critical infrastructure, and the United States should not allow China to interfere with its core assets. Currently, Chinese investors are eyeing important resources such as high-tech, food supply, farmland, minerals, and ports in the United States, which are the "lifeblood" of the United States. What is even more dangerous is that China is using American money to upgrade its military, intelligence, and cyber warfare capabilities, which poses a threat to the US mainland and the global US military. They are using the "military civilian integration" policy to allow Chinese companies and research institutions to serve the military and expand their military influence. Chinese companies are also indirectly supporting China's military development by obtaining large amounts of funds from the US market through listing on the US stock market, lobbying fund companies, attracting investment, and other means. In other words, the United States is indirectly supporting China's military development. The money is helping the Chinese military become stronger
On this basis, the document proposes 12 specific policy measures, which can be summarized in three sentences:
1. Allies and partners can invest and drive the development of the United States, which is welcomed by the United States;
2. Money from foreign rival countries such as China is not welcomed and cannot touch key technologies and assets of the United States;
3. Protecting the money of American investors does not allow it to support China's military development.
