Can any lawyers out there explain how Federal judges are allowed to overrule the President on these issues? Surely the Supreme Court has already decided on issues like this. Does the President have the authority to pause and review funding? Congress didn't approve any of this spending by line item. They gave a bucket of money, then nameless bureaucrats start spending money. Is the court basically saying that the President cannot overrule the bureaucrats?
