Stage 1 sounds like SafeNet but specifically for the Arbitrum ecosystem? The solver loan program is a nice idea. Similar to what is now the standard in DEX bootstrapping as well (e.g. Hyperliquid) I feel like intents based interop will happen on ethereum in a big way by end of this year.
