Let the foreign+private sectors acquire their BTC stacks. They must spend them *somewhere*. The US' great advantage lies in being the most fertile ground for capital to thrive and for innovation to occur. They can secure this w/ friendlier regulations and taxes. Combine this with USG's already apparent interest in expanding their influence over network operators, and US Bitcoin dominance can be achieved without govt owning a single satoshi.
