The Beijing Municipal Government has announced a two-year local blockchain development and implementation plan.
According to the announcement on April 29, the plan was jointly formulated by the Beijing Municipal Science and Technology Commission, the Zhongguancun Management Committee, the Cyberspace Administration, the Government Service and Data Bureau, the Economic and Information Technology Bureau, and the Commerce Bureau. Implementation is expected to begin this year and continue until 2027.
The “Beijing Blockchain Innovation Application Development Action Plan” views blockchain as a “core technology architecture and important infrastructure for digitalization.”
Notably, the goals also include “promoting the release of digital factor value through blockchain technology,” and the announcement claims that the city has already made significant investments in this research area.
The plan involves the development of blockchain software aimed at achieving breakthroughs in cryptography, confidential computing, and distributed systems. The projects also include the construction of blockchain infrastructure, including national blockchain center nodes and platforms for trusted digital identity and distributed data directories.

The announcement mentions the principle of building “one chain, one network, one platform.” By 2027, the project aims to achieve dedicated blockchain chips, privacy protection features, cross-chain interoperability, and distributed networks.
The project hopes to achieve PB-level trusted node storage, large-scale blockchain interoperability, and an interoperable trusted identity system with hundreds of millions of users. The announcement promises to develop at least 20 blockchain application cases.
This announcement follows the release of a white paper in Beijing in May 2023 to promote innovation and drive the Web3 industry. The “Beijing Internet 3.0 Innovation Development White Paper (2023)” views Web3 technology as an “inevitable trend in the future development of the internet industry.”
The committee responsible for the white paper aims to establish Beijing as an innovation center for the digital economy and plans to allocate at least 100 million yuan (approximately 14 million USD) annually until this year.
