Celo mainnet will upgrade to Ethereum L2 on March 26
Celo will officially activate the Ethereum L2 mainnet on March 26, 2025, at 11:00 (Beijing time), with a hard fork block height of 31,057,000. After the upgrade, the block time will be reduced from 5 seconds to 1 second while retaining the complete on-chain history to ensure network transparency. Additionally, this upgrade reduces 365,000 lines of code, lowering the technical burden and supporting trustless upgrades, making node operations more efficient.
The Ethereum Foundation stated in an official blog that during the activation of the Pectra testnet, issues were exposed regarding changes in deposit contract configurations on the Ethereum testnet in the client. While the recovery process for the Sepolia network was relatively straightforward and has now fully recovered, the Holesky network experienced significant inactive leakage during the recovery mechanism. The Holesky network has since completed final confirmation, but validators exiting will take about a year to be completely removed from the validator set. While stakers can test deposits, merges, and all other Pectra features, the scale of the exit queue makes it impractical for Holesky to be used for testing the complete validator lifecycle within a reasonable timeframe. To address this issue, a new testnet has been launched: Hoodi. It will activate the Pectra network upgrade at epoch 2048 (March 26, 2025, Wednesday, 15:37:12 Beijing time). In the future, staking operators and infrastructure providers should use Hoodi for validator testing. To allow time for migration, the Holesky testnet will be supported until September 2025. All other Pectra features can be tested on Holesky, aside from validator exits.

Regulatory Policies:
The U.S. Senate committee hearing will take place on March 27, bringing Paul Atkins one step closer to becoming the new cryptocurrency-friendly chairman of the U.S. Securities and Exchange Commission (SEC). President Trump nominated Atkins to lead the SEC on December 4, but his marriage to a billionaire family reportedly raised issues regarding financial disclosures, delaying his potential start date. While it is unclear whether the White House has submitted the relevant documents to the Senate, Semafor's Eleanor Mueller stated in a post on March 17 that Senate Banking, Housing, and Urban Affairs Committee Chairman Tim Scott plans to hold a hearing on March 27 to review Atkins' qualifications. Mueller also mentioned that the Senate Banking Committee plans to hold a bipartisan meeting on March 21 regarding Atkins' nomination.
Additionally, attending the same event will be the nominee for the Office of the Comptroller of the Currency (OCC), Jonathan Gould, and the nominee for Assistant Secretary of the Treasury, Luke Pettit. Atkins previously served as an SEC commissioner and has long supported digital asset policies. If confirmed, he would continue the pro-crypto regulatory shift initiated by the Trump administration. The OCC, as a key regulator of banks across the U.S., may also play a role in regulating stablecoin issuance in the future, and the relevant nominations will directly impact the compliance path and banking access prospects for the crypto industry.
