  1. Will the card disconnection punishment action come to an end? How to appeal the "involved account list"?

Many people find their funds frozen after withdrawal, and most end up with no issues, a small portion may face deductions, and an even smaller portion may face card disconnection punishment. What should you do if you encounter this?

Simply put, card disconnection punishment means that your account has received funds from telecom fraud, leading to the suspension of all your financial accounts (excluding counters), and you cannot use Alipay or WeChat. You are only allowed to keep one phone card. Before December 2024, the punishment period is five years, and afterward, it is divided into three years. Be clear that the punishment lasts for three years; the two-year period is not really called punishment but rather the two-card personnel list. It will not automatically lift after the term; you need to apply for removal. Even after removal, all the aftereffects you encounter will still be there. Therefore, even if you are released after the term, it is essentially useless. The only solution is to appeal for removal.

Many people will ask, what are the aftereffects?

That is the involved account list on the bank's end.

After judicial freezing, do not go around asking why your bank card was frozen by an authority in another location; directly check your transaction history to see if you received funds from strangers. The 100% reason for judicial freezing of a bank card is that fraudulent funds have entered your account. Common scenarios include online gambling, cryptocurrency withdrawals, investments in gold futures, foreign exchange, and other irregular platforms, as well as foreign trade receipts, loan laundering, and part-time task completion.

If this is not dealt with promptly, the first-level card involved may be addressed by the local authorities, the card-issuing location, and your registered residence. Other levels will not come to your door or notify you proactively.

After a first-level involvement, the authorities will not directly impose card disconnection punishment on you, but they will report to the national anti-fraud big data platform. Anti-fraud centers across the country will receive clues and case numbers, and major commercial banks will also be notified, thus placing you on the "bank blacklist." This means that when you go to the bank and swipe your ID card, it will prompt: reason for being on the fraud blacklist, which is the two-card involvement label.

When one card is involved, the authorities can upload your information to the system and send it to the banks, leading to the management of your other non-involved bank cards. This is also called associated accounts under involved accounts.

Therefore, frozen cards must be resolved. If your card is frozen because you sold USDT on an exchange, this is the easiest to resolve; just provide relevant evidence and seek professional help to appeal.

Today, we are discussing the card disconnection action. If you do not deal with it promptly, you will not be punished, but you will be placed on the two-card list. The two-card list will not directly disconnect your card, but all management is similar. You cannot take out loans or open new accounts, but old accounts can still be used normally. If you continue to use them in violation, the bank will gradually impose risk control, leading to you having no cards to use.

You also cannot leave the country or apply for a passport, thus achieving the purpose of control.

How to apply for the removal of the involved account list through formal channels?

If the cardholder does not engage in telecom network fraud, such as renting, selling, lending bank cards, brushing orders, running points, helping with transactions, etc., according to relevant legal provisions, they can apply to remove their name from the involved account list:

  1. If there are bank cards that have been frozen by authorities, you must first resolve the bank card freezing issue, and then apply to the local authorities to lift the restrictions on the "involved account list."

  2. If there are bank cards that were previously frozen by authorities in another location but have automatically lifted the freeze upon expiration, according to local policies, you will also need the original freezing authority to issue a release document before you can report the removal of the "involved account list" restrictions. Therefore, if you encounter a freeze, it must be addressed, rather than waiting for automatic expiration to unfreeze.

  3. If none of the above situations exist, you must submit materials and handle the removal procedures according to the bank's and local authorities' requirements. During the process, the bank needs to stamp and issue a "Fraud Risk Account Review Form," which is then submitted to the local anti-fraud department for review. Local authorities will arrange personnel to take inquiry records and require the submission of materials to explain the relevant situation. If you cooperate and complete the process, the local anti-fraud department will handle the removal measures and remove you from the "involved account list." Overall, the entire procedure can be quite cumbersome. The "Fraud Risk Account Review Form" is issued by the bank and stamped by the authorities, not by you.

The entire process of applying for the removal of the "involved account list" can be quite complicated, initiated by the anti-fraud department of district/county-level public security agencies. Theoretically, after passing the review, it is submitted to the People's Bank, which then distributes it to various provincial banks, then to branches, and finally to sub-branches. If the process is quick, it may take 1-3 months; in some cases, it may take as long as 6 months, depending on the involvement situation and circulation status.

However, in practice, the anti-fraud authorities will not do so much for you; at most, they will lift the restrictions, but the bank's risk control will still be in place, which involves some professional knowledge.

Theory is theory, and reality is reality.

Therefore, if your bank card is frozen by authorities in another location, it is essential to resolve it as soon as possible to avoid being included in the involved account list. If you accidentally get included in the involved account list, you should also apply for removal as soon as possible to avoid affecting your daily life and work.
