Russia's territory is so vast that I think it is merely a geographical arbitrage player: to the west, it is in Europe, absorbing advanced European technology, organizing itself, and conquering the east. Then, using the resources and population of the east, it arms itself to attack the west (Eastern Europe).

During the Soviet era, it was at its peak, benefiting from the dividends of World War II. Most of its technology came from the plundered German talent, and when this wave of people mostly died off, Soviet technology had no new developments.
