The main deterrent of the three major powers is that they can do whatever they want. The United States has invaded numerous countries over the past few decades. Russia has also acted on Ukraine without hesitation. Although China has been hesitant and has not taken action, no one doubts that China lacks the capability.

Another aspect is to try to protect their allies, but when the time comes, they will abandon them if necessary. For example, Ukraine for the United States, Syria and Iran for Russia, and North Korea for the East.

For Europe, if it wants to have a seat at the table, it must prove that it has the ability to protect its allies.
